PRODEC - Protecting the Rights of Destitute mobile EU Citizens (2017 - 2023)
PRODEC is funded by the European Programme on Integration and Migration (EPIM) and it is currently in its 3rd phase.
3rd phase: 2022 – 2023
Under the third phase of PRODEC, FEANTSA will continue its work concerning free movement, with a focus on contributing to European public policies to encourage considering situations of destitution among mobile EU citizens. We will also raise awareness at national level and will continue to support our members in developing skills for supporting mobile EU citizens in their services.
Activities are structured in five main areas of intervention: a) Feeding into relevant policy developments, b) Advocacy work to raise awareness among society and EU institutions, c) Building capacity for civil society and local authorities, d) Strategic litigation, e) Continuing the CORE partnership – Civic Observatory on the Rights of EU citizens.
PRODEC II aimed at creating durable links between homeless service providers and lawyers to share expertise, and to equip professionals in the homelessness sector with legal knowledge on EU free movement; on collecting data and information about destitute mobile EU citizens; and on spreading good practices in supporting them from across Europe.
The main activities carried out throughout this phase were: data collection in a few EU cities in collaboration with homeless service providers; the preparation of training modules and webinars; the submission of two complaints to the EC against Member States for breaching EU law on free movement; and the organisation of a study visit with an infosession.
FEANTSA also participated, together with the European Citizens Actions Service (ECAS) and Medecins du Monde, in all activities carried out within the framework of the Civic Observatory on the Rights of EU Citizens (CORE).
The initial phase of PRODEC created the baseline to develop further actions to uphold the rights of mobile EU citizens in destitution. To this end, some “fitness checks” of national legislations were carried out, as well as transfers of expertise among different categories of professionals. It was also agreed the proposals for change in EU legislation on free movement that FEANTSA would advocate for.
The main outputs of this phase were, among others: a legal guide on the EU acquis related to access to social benefits and expulsions of destitute mobile EU citizens, a report on the notion of "worker" and a policy statement, 2 seminars and 2 trainings for professionals working with destitute mobile EU citizens.
